Hainan sees surge in Russian tourists amid weak domestic demand


THE WHAT? China’s Hainan province is experiencing a surge in Russian tourism as it looks to boost its local economy.

THE DETAILS Russian visitors have become the largest source of foreign tourists to Hainan, with arrivals more than doubling to around 510,000 and accounting for roughly one-third of total international visitors. The influx has led to increased Russian-language services across hotels, retail and hospitality. The trend is driven in part by limited travel options for Russians due to Western visa restrictions. Hainan has also expanded visa-free entry to include business and medical travel, increased international flight connections and broadened duty-free shopping eligibility to foreign visitors. Medical tourism is also gaining traction, particularly for treatments such as anti-ageing and acupuncture.

THE WHY? The rise in Russian tourism reflects Hainan’s strategy to offset weak domestic consumption by attracting international visitors, while leveraging policy changes and infrastructure to stimulate economic activity.
